The film is produced by Fox Star Studios; it was Directed by Mukesh Chhabra. The film's production began in 9 July 2018. Dil Bechara / Kizie Aur Manny release has been postponed multiple times, due to post-production delays and then again due to the COVID-19 pandemic in India. It was released on 24 July 2020 on Disney+ Hotstar.

The film score and soundtrack are composed by A. R. Rahman with lyrics penned by Amitabh Bhattacharya. The music rights of this film has been bought by Sony Music India. The title track of the film has been sung by Rahman; the title of the movie was changed to Dil Bechara in early 2019 because the lyrics of this song embodied the theme of the movie perfectly. This is Bhattacharya's third collaboration with Rahman, after Lekar Hum Deewana Dil and 2.0
