The story is set against a backdrop of real geopolitical tensions, including the 1999 hijacking of IC-814 and the 2008 Mumbai terror attacks. Facing criticism for failed strategies against cross-border attacks, Intelligence Bureau (IB) chief Ajay Sanyal (R. Madhavan) launches a secret operation named "Dhurandhar". An Indian operative named Hamza (Ranveer Singh)—initially introduced as a mysterious "traveler"—slips into Karachi to dismantle the nexus between the ISI and the Pakistani underworld. Hamza successfully infiltrates the dangerous Lyari gang by gaining the trust of its ruthless leader, Rehman Dacait (Akshaye Khanna). As Hamza rises through the ranks, he sends vital intelligence back to India while navigating a volatile landscape of rival gangs (such as Arshad Pappu’s Sindhi gang) and corrupt officials like SP Aslam Chaudhary (Sanjay Dutt).
